The trim wheel is also how they manually trim the aircraft. They can run the trim back in the nose up direction.

Yeah but the runway stab procedure doesn’t say to do that that.

Also something I got from my uncle, who is a former commercial pilot: the trim wheel is in a position where a pilot of short stature may have trouble reaching it, at least well enough to be able to do anything effective, while working on other things.
