The differently sized holes give it away to me: it’s a lawn-bowling game combined with cornhole. You bowl the thing along the lawn, and whichever side is most directly facing you, you have to throw something like a small hackeysack through the hole.

Hah, I’m liking this as the ancient Roman equivalent of a fidget spinner. 
For those long board meetings going over the quarterly financials in Roman numerals. : )
