I respect AOC’s support for equal justice. That said, I’m not sure about Rikers, but in some prisons he could be kept in custody among a special population, people who are held in blocks separate from the general population, for their own protection. Lots of LGBT folks end up there. I know at least one person who came out of the closet there, & then had his first sexual contact with someone of a different race (he’s a white guy from the South). In a weird way, he became liberated in prison.

Which says nothing about whether they got there through their own misbehavior.
A good point, but I suspect in the long run that enforcing no-torture rules or principles to deny high profile prisoners separation from the general population would be a strong motivating force for prison reform more broadly.
