I think the unexpected word may have been part of the joke? I read it that way, but no way to tell for sure.
I prefer to think of this installation as an IDENTITY vending machine. You put in your money and you have to become the person that drops in the tray for twenty-four hours.
That sounds like a premise for a SF comedy series.
It’s not illegal to have, but it’s probably illegal to show when asked by law enforcement to identify yourself.

Is it art or is it counterfeiting? I guess it depends on how fake they were. If they do not present as state identification cards or drivers licenses they should be fine.
