If one is wondering the what and why, this is a decent overview.
TLDW; based everything on the price of oil to pay an enormous part of the population. When the oil price tanked, there was no money. It’s actually cheaper for them to import oil, which is crazy as their reserves are the largest, but evidently harder to get to.
