He’s saying, by law, the alcohol has to be distilled from plants.
But what stops you from further removing the radioactive 14C?
It’s not radioactive “by law”, it’s just much more expensive to remove it.

… which is exactly how a certain segment of the public like to portray nuclear power. For every nuclear disaster there’s been plenty of apologists who’re more than ready to wriggle out of the woodwork at any opportunity to claim that it was a one off/couldn’t happen again/that issue only applies to Russian|Chinese|British|French|Japanese|American reactors so you’ve nothing to worry about. Which might be fine for everyone outside the immediate area if only we could get air, water, and international trade to all stay within national boundaries.
