Lousy internal controls. When you give somebody a credit card, you give somebody else oversight of it, and they do it or they lose their credit card. Then you spot audit everyone, random timing. Yes, it’s a lot of work and it costs a lot. Less than this, though.

Or I guess you could just put a big bucket of cash in the break room and say the hell with it.
