I can tell you with certainty that yes, ballroom dancing doesn´t carry a stigma in Austria. You still will generally find more women than men in ballet classes though.
I think the main difference is that for some reason men in the US just generally feel more of a pressure to “not appear gay” than they do in Europe. It probably has something to do with the jock culture there.
