Why would government want whistleblowers? Shouldn’t they be rewarding people who boost their egos? I thought I understood this century.

Well, to answer seriously to this (which is missing the point :P), the current mayor is from a coalition of left parties and social movements. So, well, is compatible with their goals and mindset, including the part of considering Spanish politics so incredibly corrupt that they want more or less every single contract signed by previous administrations looked in deep to find what went there.
