Because they all require that you have a “Taspo” RFID card to use them. To get one you have to send in an application to Japan Tobacco with proof of being over 20 years of age. Since many smokers didnt like this idea, they stopped using vending machines. As a result many small shops re-opened their retail windows which they’d closed off once they put in the vending machine…
