The bill they are referencing included guidelines for compensating any hypothetical foreigners who 1) came to the US border seeking asylum, 2) had their children kidnapped by the Trump “Zero tolerance” policy, and 3) somehow have the wherewithal to sue the US government for the afforementioned child stealing.
