That photo is of the now closed Walter Reed Army Medical Center in Washington, DC. Biden will be visiting Walter Reed National Military Medical Center in Maryland aka the complex that used to be known as Bethesda Naval Hospital. The distinctive old original building there is an art deco tower.

While Bethesda Softworks was originally located in Bethesda, Maryland it and Bethesda Gameworks are now located a bit further up the road in Rockville.
