The answer is: Whatever serves him (and his boss) best at the moment. This guy is more dangerous than Trump because he’s clearly very competent. It’s just that he’s in league with a bunch of crooks who don’t care one iota about the law - which is really scary considering he pretty much decides what IS the law.
