Even that is widely variable. Some Chartering Organizations (CO’s) are deeply involved in setting the tone of the unit, as they do have the authority to select the unit leadership. Some just give the scouts a place to meet and stay hands off beyond that. My kid’s pack and troop are chartered to the parents of the current scouts, so we are our own CO and choose our own leaders, and borrow meeting space in a public school.

In my local experience the parent chartered units tend to be more socially progressive, but there are many church sponsored units that are of similar viewpoint. And I’m sure if I looked around I could find a parent chartered group whose views would be antithetical to my own. Scouting is a big tent - our national leaders had forgotten that but we’ve been clawing it back these past years.

Registration fees are on a per scout basis, so no, the COs don’t pay anything to be involved beyond donated time and facilities.

At eight years old, you’d still be a Cub Scout. Their oath is different:

Yeah, but they do often make nonstop excuses for their brethren.
