If it walks like a motor vehicle and quacks like a motor vehicle then yes, it should absolutely be licensed like a motor vehicle.
Bike paths should be safe places for cyclists of all ages and abilities. If you want to ride something that has more in common with a motorcycle than a pedal bike then stay in the damn street and follow the same rules as the other motorcyclists.

As an example, yesterday I saw several people at the beach with “e-bikes” that looked a lot like this one:
They’re available on Amazon for less than the cost of many decent non-powered mountain bikes. The pedals are basically vestigial at this point, with single-speed gears. The riders weren’t even pretending to pedal them.
