Except for the fleets having the ability to track positions of taxis to catch people taking off-book work.
Most taxi companies (in America at least) simply rent the taxi to the driver for their shift. They couldn’t care less what the meter hours are, that’s more to manage the transaction between customer and driver. And lots of other drivers own their cabs outright.
Doesn’t really matter for this discussion though, since at a minimum riding with a traditional taxi company has a higher chance of being an anonymous untraceable transaction.
