This isn’t quite row 3, column 4 on the bridge bingo card but why don’t they do away with the bridge entirely? Just dig out the hills on both sides of the bridge, have the train cross at the level of the road, and put in gates to block traffic when a train is coming through.
There may still be people who try to sneak around or through, but the city could post the remains of the first truck to try to do that (as it would lose the fight against the train) before the intersection as a very vivid warning for future drivers not to try it.
We are gathered here today to get through this thing we call the can-opener bridge.

Also because the train station is about 1/4 mile up the track, and to lower the track a full 12 feet (or raise the road that much) would take literal miles of infrastructure changes and probably some major demolitions or entombments of significant parts of the area.

Maybe the city could sell 11’+8"+8" Scratch Off Your Roof Cards to raise money to have a camera mounted on the other side of the bridge, so we could see the drivers’ reactions to the terrible noise and vibration.

Why don’t they lower the protective barrier so that only standard autos can get thru. Like 7 feet. No trucks (even pickup) or SUVs. Sorry. (/s)

I was immediately thinking about how there could be fragments that could really damage some tires, so it was nice to see that people stopped to pick up the debris.
I had thought about suggesting the intersection be made a 4-way stop instead of a light. Since it would give pause to offenders who are usually rolling on green or rushing through yellow. But here we are with a rare turn onto the underpass.
I have a solution.
Lower all bridges in the USA to 12’ 4". Then tall vehicle drivers will be forced to pay attention.
