Yup. ‘Decorative’ poppy pods are cheap as anything, and quite surprisingly potent.
Seriously, I have had some very good opium from wild somniferum poppies in the UK. And most producers make cooked flake from the whole pods, not by bleeding. Much more efficient.

Depends on what you mean by “regulate”.
My dad, originally from Czech Republic recalled that parents gave kids a broth with poppyseeds in it to get them to calm down and be quiet. Poppyseed cakes are quite common there too.
