I saw a tweet a bit like that, which said something to the effect that:

One could make the argument that there’s never really been a communist country, just varying degrees of fascism/totalitarianism that have wrapped themselves in the label.
When the guy(s) at the top rules like a king, and everyone else lives in fear, it’s no longer communal.
