It looks to me like the recording is being filmed off of a monitor, likely after the event happened. the people in the background would have already seen it several times, so would not be as alarmed as they would for a live event.

I agree that someone wasn’t paying to much attention to the situation or possibly a mechanical malfunction on one of the tugs throttles. Whatever happened, the mass of the container ship was not going to be slowed down enough to stop it from slamming into the pier apparently. From the looks of it, it may be possible that the container ship lost control to the rudder since it kept on heading straight from the looks of it.
