IANAL, but I fantasize about constituents doing this to their elected representatives when a recall just doesn’t seem possible. A penalty equal to their salary (and the value of any perks) to be paid back for poor job performance would be a nice starting point.

OSHA posted draft “regulatory framework” for infectious diseases in 2016; it is pretty good for a draft (you can find it here). It was apparently opposed by an organization called the Association for Professionals in Infection Control and Epidemiology, and they or someone else managed to delay things until the new presidential administration showed up and decided to dismantle all new regulatory efforts.
