Yeah, that does actually appear to be the intended reading (otherwise why would it have two "not"s there? and “til” instead of “if”), or at least the only reading that makes any kind of sense. Either it’s a joke, English was a second language, or they managed to seriously confuse themselves in the process of trying to be clever with that sign…

I read it as “The Cube Pube”.

Ah, what bugs me more than the bad typography is that there are no square or cube shapes in the logotype or placard - everything is rounded. It’s not just unmotivated typography, it’s contrary to the pub’s name, in a lazy, sloppy way rather than deliberate contradiction.
