I wondered about that as well.
It looks like it’s a drainage canal of some sort (the LA River maybe?). The appearance of frozen water could be a constant spring or seep draining into the canal, which yields algae growing over concrete, showing a slightly irregular surface. There might be just enough flow to give it a glassy look like frozen water, but in fact the water is a fraction of an inch deep–not deep enough to show ripples of running water.
Just my theory anyways.
It’s certainly possible. It just looked so weird it stuck out like a sore thumb, like it was a static backdrop.
@2:03 An eyelash curler sounds pretty sensible. Those things look like they would come in handy as surgical instruments.
