Hasn’t the Coast Guard always been (like the Marines) a sub-branch of the Navy to begin with?
It was originally part of the Department of the Treasury, then moved under the Department of Transportation. In 2003 it moved under the DHS. In times of war it can be brought under the jurisdiction of the Navy.
