I’m a US citizen living outside the US. When I do my US taxes, I have to state how much time I spent in other countries. However, time spent in international waters doesn’t count towards my time spent abroad.
So, apparently all international waters belong to the US?

Not exactly. Bad Spanish; “Alto” you can say to stop somebody, but thats all you say, is like an interjection. “Stop your vehicle” would be, for example, “Detenga su vehículo”.
But I guess if you are on a semi submersible drug running boat you kinda get the meaning by context.
