That’s one spin. Another is that Elno (or at least Yaccarino) must have been worried if he did anything at all.
eta: It’s hard to put a finger on it, but I’ve occasionally noticed a scent of a bias in the tech press of belittling non-US gov regulations and regulators as exceeding their grasp, befuddled locals, not understanding the big picture, etc. (Odd considering the body blows Big Tech has received in the past outside the US.)
