I’d be curious about how much flexibility there is in the definition of “eligible news businesses” because, aside from the problems(such as the one noted here) with trying to do ad-hoc corrections to market power problems, this seems like the place with the biggest potential to end up as “Well, actually, this is basically just to shore up the position of the 4 largest media conglomerates; and we had to add that stuff about campus radio stations and indigenous stuff for form’s sake” or to make it potentially interesting for sleazy linkfarms to exercise their creativity in coming up with the cheapest possible operation that’s technically a news business.
