The additional wrinkle is ‘fleeing from justice’, that can potentially bump up a punishment.

Not really. While they cannot force criminal charges, the unlawful death would be prime for a civil trial. She will pay cash, not do time. And considering she was driving in a foreign country, I wonder what insurance she had in place, if any.

The cover-up punishment always has more bite than the infraction punishment.

Civil cases also have a lower burden of proof than criminal cases, so she will almost certainly lose.

Car insurance is a legal requirement in the UK.
