The German Federal Bank (Deutsche Bundesbank, the authority in charge of money in Germany) will replace bank notes if you can present either more than 50% of the bank note, or can convince the people there that the remainder of the bank note has been reliably destroyed. This resembles the US rules. In addition, if the bank notes in question have been destroyed by some sort of chemical reaction you’re supposed to add a list of the substances that caused the destruction. Bank notes that have been “deliberately” destroyed will not be replaced.

I’ve heard of the Bundesbank replacing burnt currency by carefully weighing the ashes, so they’re pretty serious about this (and will be able to tell bank-note ashes from other ashes). There is apparently a Nationales Analysezentrum für beschädigtes Bargeld (National Analysis Centre For Damaged Cash), and if you need their services you’re supposed to collect every single bit of bank note that you can find, just in case.
