Turtle got in a jam.

Would such a turtle do such a thing unless it was laying eggs? I do hope they cordoned off the area or something to keep them safe. Under the boardwalk doesn’t sound like the best nurturing environment. Or do they come ashore for other reasons? Haven’t found anything with a quick search.
