But they’re not the upstanding middle-class citizens whose votes he needs. It’s very clearly an announcement to make those people feel safer. To let them know that he’s protecting them against the underclass.
As long as it looks good to the upper and middle class, the underclass doesn’t matter. If it keeps those people away, it’s a success.
