To be fair, if I was stuck somewhere with armed guards who wouldn’t let me escape, and was full of beltway creeps and lobbyists, I’d probably bite people too.

This is probably a balance thing to keep the Navy happy, if he already has another dog called Major. I wonder if that one will now be promoted to Colonel so the new guy doesn’t outrank him from the get-go, but OTOH considering that Major apparently has a bit of a problem behaving like an officer and gentledog, maybe not just yet.
