It’s probably more a case of certain media (such as the infamous BILD newspaper) basically running an anti-refugee campaign where they exaggerate anything that could make refugees look bad (and don’t shy away from making stuff up wholesale if they can’t find anything to exaggerate).
Much of the “German public” never gets to see a refugee even from a distance, and the vast majority of refugees, like the vast majority of Germans, are perfectly nice and peaceful people to begin with. It is the outliers that make headlines in both cases. In addition, it is telling that the anti-Muslim, anti-refugee parties such as AfD and NPD are strongest in the former GDR where compared to Germany as a whole there are relatively few Muslims or refugees.
