Trivia: I saw an interview with Mel Brooks once, who let on Max’s partner was originally planned to be Agent 69, but the network censors noticed.

Max is not really a bumbling fool - he’s just unable to learn from experience and an eternal optimist, so things continue to go wrong for him.
If you can track them down, there were a bunch of novels which are all pretty good fun too (I especially like Noman, the rubber-faced man.)
I’m sure he was joking. TV was so conservative back then you couldn’t even say the word “pregnant.” No way they would have seriously considered calling her “69.”
