Smaller countries have the advantage of scale. They can shut down international transport by closing a few airports. There are fewer people to argue with when introducing restrictions.
But then I remember that the US shut down air transport after 9/11. They are not completely without means. Looks like different people are in charge this time round, hence the inconsistent response.
