To get an exemption for this you have to fill out a TTB “Flavor Unfitness Worksheet” in which at least one ingredient must pass a threshold making it unfit for beverage use. Similar to denaturing but with otherwise edible materials.

I was mostly joking. Bitters are sold in supermarkets in the US under the presumption that they are unpalatable on their own. its a weird exception to liquor licensing.

Very few of the Mexicans i’ve known would be offended at being offered coffee.
