In my part of the US, bitters are sold in the regular grocery market near the club soda and whatnot.
Classified (I believe) as “non-potable” or something.

Non-beverage alcohol, specifically. Though I don’t think they must be labeled as such.

To get an exemption for this you have to fill out a TTB “Flavor Unfitness Worksheet” in which at least one ingredient must pass a threshold making it unfit for beverage use. Similar to denaturing but with otherwise edible materials.

They missed out Turkish coffee, which makes you feel about a foot taller than you normally are, and weirdly frightened by everything.

I was mostly joking. Bitters are sold in supermarkets in the US under the presumption that they are unpalatable on their own. its a weird exception to liquor licensing.
