I used to volunteer at the city shelter. My understanding is, the management counts as a win every time an animal goes out the door. That’s one less cost they have, it shows up on metrics regarding how many adoptions vs. euthanasias they have, and it frees up space for another animal (they do have a capacity limit). But … it can lead to some iffy decisions about who goes home with one. They do at least check for prior abuse or neglect citations from the city.

Taking this as written, this is a horrible situation. For whatever reason, management changed a policy without any written updates (and, no, I don’t think it being noted in meeting minutes counts, bc those minutes aren’t required reading for the affected staff), then fired employees for continuing with the previous policy.
No matter where that happened, it would be an example of shitty leadership.
Then add in the animal cruelty angle, and it’s a pile of shit atop a shit sandwich.
As someone involved in my local humane society, having an animal adopted out to an abusive home is one of my worst imaginary scenarios.
The fact that someone involved in this shelter system said any home is better than being in the shelter…that indicates a huge need to improve conditions and probably do a lot of fundraising to support those changes. Not firing staff who appear to have been looking out for the animals.
So sad.
