Without digging up Age of Empires 1 expansion “The Rise of Rome” I’ve got no other slingshot references. Whistling ammo however is making a comeback with Nerf weapons.

Psychological warfare – the same reason Nazis put sirens on their Stuka dive bombers and, fictionally, Bill Kilgore played Wagner from his helicopters.
Bagpipes just seem annoying, not terrifying, however.

The bagpipe/Morris dancer combination was banned for use against Christians by the Second Lateran Council (1139). The First Hague Conference (1899) added the didgeridoo and extended the ban to all combatants.

Although the internet has no outright bans as such, there seems to be an unspoken consensus to make this the only exception to Rule 34.
