Batman is all about catching bad guys, not keeping them behind bars. That’s why supervillains in the DC Universe are always making parole/deemed ready to re-enter society after a short stint in Arkham Asylum.

In cases where there is an active warrant or when he is actively assisting police then it seems like it may work out.

But in cases where he’s the only witness then the suspension if disbelief becomes a problem since he never testifies.

In some realities, Batman is a duly deputized officer of the law.
In the 60’s Tv series, Mayor Linseed & Commissioner Gordon state that he is.
And If I remember right It’s also mentioned in the 70’s comics.
