One might ask the same about the Belgian troops in Rwanda in 1994.

I think the general idea is that they’re there to dissuade military action by their mere presence: they’re not just there, but you know they have a home country and the UN who know they’re there, so you can’t try shit and pretend nobody’s watching.

The trouble is when one (or both) of the sides involved has decided that they don’t care if anyone’s watching, whether because they haven’t thought it through that far, or because they have a reasonable expectation that the only people who are going to hold them responsible were going to attack them anyway, so there’s no point refraining.

I did look up the UNIFIL mission statement.

I was on the UNPREDEP UN peacekeeping mission in what is now North Macedonia. Our mandate was to ‘monitor, observe and report’. We could only use our arms in self defense. If the Serbian army felt like invading Macedonia there wasn’t anything we could do except report on troop movements and effects.
