One might ask the same about the Belgian troops in Rwanda in 1994.
I think the general idea is that theyâre there to dissuade military action by their mere presence: theyâre not just there, but you know they have a home country and the UN who know theyâre there, so you canât try shit and pretend nobodyâs watching.
The trouble is when one (or both) of the sides involved has decided that they donât care if anyoneâs watching, whether because they havenât thought it through that far, or because they have a reasonable expectation that the only people who are going to hold them responsible were going to attack them anyway, so thereâs no point refraining.

I did look up the UNIFIL mission statement.
I was on the UNPREDEP UN peacekeeping mission in what is now North Macedonia. Our mandate was to âmonitor, observe and reportâ. We could only use our arms in self defense. If the Serbian army felt like invading Macedonia there wasnât anything we could do except report on troop movements and effects.
