As I understand it, the more inmates each prison has, and the longer they’re incarcerated, the more money each makes.
No incentive to see inmates rehabilitated and released early.

There was the recent story of an inmate who had studied law and helped other prisoners with legal advice, who was photographed with one of those toy phones for preschoolers, who was punished with ongoing solitary confinement for possessing contraband - even though the toy phone was nonfunctional.
