In the UK the moderator (term used on the Fire Arms Certificate) is the same as a fire arm, so you ask for and justify it and then you can purchase one.
These means that they are pretty common for most things apart from pure target shooting, and some target guns have them too.
There is at least on pay and shoot range that mandates them.
