You are on the right track (pun intended).
The way to make this happen would be to have a (Federal) railroad safety engineer decree and enforce that the entire town of Hammond, Indiana its own one combined big safety control block (instead of several), where a train is given a red light (do not enter) unless there is sufficient space for a jumbo length train to completely exit the town.

Then the trains would probably block crossings somewhere else.
I am really frustrated that the transportation secretary was shocked/surprised by this considering that it’s both his portfolio but also very close to where he used to be the mayor.
I’m not blaming him, I’m just disappointed that this seems to be a new revelation. It shouldn’t be.
