2. If it moves, incarcerate it.
3. Exploit its enforced labour
4. Inmates get absolute minimum needed to sustain life/labour without actual riots happening.

I think my cynicism may be getting back into kilter now.

Add some more: forced labour also exists within the US immigration detention system. Round up the Mexican farmhands, then send them back to the farms in chains.

There are also prisons in the South that still use inmates to pick cotton.
