Here in my ward in Tokyo they recycle
Anything else goes to general waste.
Many of the Belgian breweries use similar style stubby bottles and they wash and reuse them

Not sure about plastic, but recycled rubber that is increasingly being incorporated into roads is leaching a compound into rivers and streams that appears to be toxic to juvenile and adult salmon (and possibly other salmonids)
