These days it seems the first question is, “Are the people growing wealthy by this change tired of all that money? No? Are they still willing to contribute to our reelection campaigns? Yes? Motion dismissed.”

Yeah based on the article title i was confused about it too. Thought that it had already been repealed, they are attempting to reverse the repeal.
