Why on the blockchain? Why not at the DMV?

Correct. Having the DMV keep vehicle-related records isn’t a low-trust situation. The junkyards are already supposed to work with them regarding VINs, tags, etc. Blockchain won’t magically force the fences and sleazeballs to comply.
