Bingo.
There are stupid people who will conduct the butane extraction indoors (and worse, on a stovetop) but these are the same demographic who get drunk and fall out of 5 story windows.
There are lots of butane extraction videos on YouTube – some showing how to do it correctly, and others not-so-correctly.
Also, if my neighbors were rendering hash oil in their backyards, I would be less worried than if they were doing explosive science experiments:
