That’s awful. I hope no one is hurt…
They do and they are, but there’s a limit. You build things for the 100 year storm because anything more is unreasonably expensive and not likely to be necessary during the life of the building.
However with climate change, the 100 year events are coming every ten years now. That’s why so much of our infrastructure suddenly seems under built.

We got lucky with the mall not being open. Now everyone is watching for it, and evacuating if they suspect problems
