The thing is that the economy kind of has a way of shutting itself down. That and the fact that state governments make those decisions.

As someone who doesn’t live in the US, but has been in two countries during the pandemic, this is what comes to mind when I see articles like this, but I’m not sure if I’m right. From my POV (and the rest of the world’s, I think), it’s ludicrous to hear about the US "ending the lockdown or “not having another lockdown” when it doesn’t really appear that a proper lockdown ever really happened, at least at a national level.
